Preheat oven to 350°F. Generously spray 8-inch square baking pan with nonstick cooking spray.
Whisk eggs, half-and-half, green onions, salt, garlic powder and black pepper in medium bowl. Pour into prepared pan.
Bake about 15 minutes or until knife inserted in center comes out clean. (Sides of egg mixture will puff up while baking, but will flatten as it cools.) Let cool slightly; cut egg mixture into four squares.
To assemble, layer egg squares and cheese on English muffin bottoms; top evenly with pepper jelly and sausage patties. Cover with English muffin tops, cut sides down. Wrap each sandwich in parchment paper. Store, covered, in refrigerator up to 4 days. To reheat, microwave each wrapped sandwich on HIGH 45 seconds. Microwave on HIGH in additional 15-second intervals until heated through.
